Health Insurance Requirement/Mandate

Each fall and spring term, Manhattan College requires all full-time undergraduate students, degree-seeking international students, resident students, and Division 1 athletic participants to have health insurance.

Eligible students will be required to choose one of two options:

  • Waive enrollment in the MC-SHIP by providing pertinent details of personal insurance coverage; or,
  • Confirm enrollment in the MC-SHIP and register for your plan documents & Insurance ID Card

The MC-SHIP* is a gold-level plan with coverage of 70% PPO/60% non-PPO which means that with few exceptions, there will be low deductibles and the lowest out-of-pocket costs for care while getting the maximum coverage of costs by the plan.

Students under the mandate can either enroll in MC-SHIP or retain coverage via their family's plan or their current health insurance plan. 

How can I waive or enroll in the Manhattan College sponsored plan?

Fall Semester

  • The enrollment/waiver process will start on July 1, 2023
  • The deadline date is August 1, 2023

Spring Semester

  • The enrollment/waiver process will start on December 22, 2023
  • The deadline date is February 1, 2024

Enroll/Waive Coverage 

If the student will use their own health insurance plan, or be covered by their family's plan, they will be asked to demonstrate proof of comparable health insurance coverage and to actively waive out of the MC-SHIP by the semester deadline listed above.

If your waiver is approved by the insurance administrator, the Student Accounts & Bursar Services office will be notified and the insurance charge will be removed from the tuition account, usually within 48 hours.

If you do not waive out of the MC-SHIP by the deadline, you students who are under the requirement/mandate will be automatically enrolled, automatically issued an Insurance ID Card, and be fully liable for the charge for the plan that will remain on your student tuition bill. Education loans can be applied to cover the cost of the MC-SHIP premium. The Manhattan College Financial Aid Administration Office will be able to assist with the loan process and any related loan questions.

Students not under the requirement/mandate are not eligible to enroll in the MC-SHIP plan. Students are recommended to search for eligible coverage via their state marketplace (NYS residents link: https://nystateofhealth.ny.gov/)

What are the details of the MC-SHIP plan?

The cost of the plan for 2023-2024 is $2,198 with coverage extending from August 1, 2023 to July 31, 2024. The Spring-only cost of the plan for new students entering the Spring is $1,279. The charge for the MC-SHIP will be included in the eBill issued for the semester and all amounts charged are payable by the published payment deadlines for each term. 

We encourage a thorough, detailed review of any current plan along with the details of the MC-SHIP plan. One might find that a family insurance plan does not cover services that are out of your geographic network so we encourage those with out-of-state coverage or HMO coverage to review their plans closely. Manhattan College will continue its health and wellness services available through the Health Services office and the Counseling Center for undergraduate students assessed the Health Center Fee each semester whether they are enrolled in the MC-SHIP or maintain alternate health insurance coverage. Comparable Coverage Requirements

Your alternate insurance plan must meet all of the following criteria for you to waive MC-SHIP enrollment. Your waiver application will be denied if your plan does not provide all of the following:

  • Routine, non-emergency care as well as emergency care provided in the NY metropolitan area
  • Treatment for pre-existing conditions (with no waiting periods or exclusions)
  • Essential health benefits as defined by the Affordable Care Act (ACA)* (see details below)
  • Plan has a claims administrator based in the U.S., a U.S. telephone number and address for submission of claims, and the insurance policy must have been issued in the U.S.
  • Coverage for medical evacuation and repatriation expenses
    • Required for all F1 / J1 visa students
    • Required for all other students ONLY when they will be studying / traveling / doing research outside of the United States during the current academic year
  • Active coverage from the day the student arrives on campus through July 31, 2024 or the end of their academic/collegiate sport program (whichever comes first)
  • Must have an annual-of-pocket maximum limits of < $7,900 for individual insurance plans or < $15,800 for family insurance plans

Essential Health Benefits, as defined by the Affordable Care Act (ACA)

In addition to the criteria noted above, all alternate insurance plans must include the following benefits as required by ACA:

  • Outpatient care (ambulatory patient services)
  • Emergency services
  • Hospitalization (treatment for inpatient care)
  • Inpatient and outpatient mental health services and addiction treatment
  • Prescription drug coverage
  • Laboratory services
  • Rehabilitative services and devices
  • Inpatient mental health care
  • Preventive services, wellness services, and chronic disease treatment
  • Maternity and newborn care
  • Pediatric services

*The policy is consistent with the Patient Protection and Affordable Care Act and the American College Health Association’s Standards for Student Health Insurance Benefits Programs. The underwriter and administrator of the MC-sponsored student health insurance plan also handles student health information in connection with the operation of those plans. Treatment of such information is governed by the Health Insurance Portability and Accountability Act (HIPAA) and the requirements of applicable New York State law.
